Luweero and Nakaseke districts still bear the scars of the 1981-86 war that killed hundreds of thousands of people. Luweero and Nakaseke districts were the site of a fierce insurgency by the rebel group National Resistance Army and a brutal counter-insurgency by the government of Milton Obote, known as the Luweero war or the “Bush War”, that left many hundreds thousands of civilians dead during the early to mid-1980s. The area affected by the war has come to be known as the Luweero triangle. In 2005, Nakaseke County was split from Luweero District to form Nakaseke district.

The diverse impacts can be felt in the poor infrastructure such as poor roads, small townships, inaccess to electricity, poor health conditions with few health centers; and the existent ones have limited facilities; inaccess to safe water and sanitation, environmental mismanagement. Also, alarming are the negative consequences by HIV/AIDS, which has left thousands of orphans and suffering women in the districts.
